1. Why is my street being worked on?

Maintenance of asphalt pavements is an important aspect to help insure the longest useful pavement life possible. City streets are regularly reviewed and their condition accessed. Some issues like potholes, broken curbs, large cracks are obvious and need to be corrected to keep the roadway safe. However, we also perform preventative maintenance in order to protect the pavement from deterioration due to climate and traffic that would reduce its useful life.

Work such as crack filling, slurry sealing, crack repair, small pavement repairs can help protect the pavement from excessive water reaching the subgrade, deterioration from ultraviolet radiation, and effects of freeze / thaw cycles. Contact Construction Services if you have any questions.

4. What is crack fill?

Crack fill is a relatively inexpensive first line of defense for an asphalt pavement against its biggest foe, moisture. Crack fill is a bituminous liquid blended with polypropylene fibers that is hot applied to cracks in the pavement larger than 1/8 inch wide. It is typically cooled with water immediately after placement so the road can be opened to traffic quickly. This material fills the crack and seals it, to help prevent water from reaching the aggregates and soil below the asphalt.

5. What is slurry seal?

Slurry seal is a bituminous sealer mixed with very fine stone applied to the surface of a road to help extend an asphalt pavement’s moisture resistance by sealing over very fine cracks and voids thus helping to extend its useful life. Slurry seal requires about 6 hours to cure to a point that it will support traffic without being damaged, however, during the first two days or so after application the twisting and turning of wheels, particularly while sitting still or moving very slowly can tear the slurry surface leaving a noticeable mark. You can help improve the look and quality of the slurry by trying to turn your wheels while the vehicle is in motion, this will greatly reduce the number of blemishes in the slurry surface.

When the slurry is initially placed the surface is quite rough. This will improve over the course of the first couple weeks after the work as the fine aggregates are worked into the surface. Low volume roads like cul-de-sacs will take longer to gain this smooth look. Please contact Construction Services with any questions.

6. What is milling and resurfacing?

Pavement milling, also referred to as planing, is the method used to remove a designated thickness from an existing asphalt pavement. Most milling is in the 1 1/2-3 inch range, however profile milling or edge milling is sometimes used with thicknesses of less than 1 inch being removed.

After the surface is milled, any necessary repairs of pavement failures are made and then the road is resurfaced with new asphalt. On some mill and resurfacing projects we also apply a layer of geotextile fabric to the existing asphalt surface before the new asphalt is placed. This paving fabric creates a waterproof membrane between the asphalt layers that aids in the pavements ability to resist the effects of moisture and slows the reappearance of reflective cracking through the new asphalt.

Real estate property tax abatements are available for commercial and industrial properties in specified districts. Terms range from 10 years for a remodeling of more than $25,000 to 15 years for a new building. A abatements are for 100% of the value of the increase created by the building.

1. How can I use my phone while driving? (ORD 19-053)

Manipulating a phone or other device’s keypad or keyboard while operating a vehicle can distract a driver’s attention and cause accidents.  Use a bluetooth, speakerphone, or other hands-free system to operate your phone instead.  If you need to type phone numbers, addresses, or other information into your phone, please pull over out of the flow of traffic and make sure your vehicle is safely in a stationary position.

2. Can I use my phone in an emergency? (ORD 19-053)

We recognize that emergencies happen.  In cases of emergency, using your phone or other wireless electronic communication device is permitted if you need to contact law enforcement, a hospital or health-care provider, the fire department, or other similar emergency agencies.

3. Why is this law taking effect?  What about other distractions? (ORD 19-053)

Distracted driving of any kind puts you and others at risk for accidents which can cause injury or even death.  Statistics show that traffic accidents related to distracted driving have increased over the last decade.  Significant penalties for drunk driving have been put in place throughout the country, and stricter penalties for other forms of distracted driving are also expected to become more and more common.

4. If my phone is mounted, on speaker mode, or not in my hand, may I touch it while driving? (ORD 19-053)

Dash-mounted and other cradle systems are commonly used for navigation or hands-free communication.  Single-touch operations such as swiping to answer a call, accepting GPS direction changes, or turning on voice-activation are permitted, provided that the phone is not in your hand.

Court is held on the first and third Thursday of each month at 1 p.m. at City Hall - 45 E. Waterloo Street, Canal Winchester, OH 43110.

2. I can’t make my court date. How do I reschedule?

Court dates cannot be rescheduled. Contact the Clerk of Court with questions.

3. I missed my court date. What do I do?

Contact the Clerk of Court as soon as possible. Missing a court date can result in a summons, warrant block, or warrant for your arrest being issued.

4. I have a warrant out for my arrest. How can I get it removed?

To have a warrant removed, please contact the Clerk of Court during normal business hours.

5. I went to get my license renewed and was told I have a warrant block from Canal Winchester. How do I take care of this?

All fines must be paid in full before the warrant block will be lifted. Contact the Clerk of Court to make a payment.

6. I would like to have my record expunged. What do I need to do?

An expungement application must be completed and submitted to the Clerk of Court. There is a $50 nonrefundable fee that must be paid at the time of application. Contact the Clerk of Court if you have questions.

7. I had previously arranged a payment plan with the Clerk of Court but now I am unable to pay this month. Is there anything I can do?

Contact the Clerk of Court to discuss.

8. If I'm on a payment plan, can I still pay my fine in full?

Yes. At any point after the fine has been set by the Magistrate, the balance can be paid in full. Contact the Clerk of Court to arrange a payment.

Please contact the Utility Billing Clerk via email or by calling 614-837-7716 to discuss. In most situations, a work order will be placed with the Water Department and a staff member will visit the residence to investigate.

3. I paid my utility bill through my bank before the due date but I just received a late bill with a penalty. Why is this?

The City of Canal Winchester does not receive payments made through banks directly to our bank. A physical check is written by the bank, mailed to the city, and posted when received. Banks can take 5-10 to process the payment. Please allow sufficient time for the city to receive your payment when paying through your bank. 1. I have a manhole in my front yard. Is it OK to cover it up?

The city needs access to each and every manhole in order to provide maintenance on the system and prevent sewer backups. It is therefore against city ordinance to cover or obstruct a manhole.
